Introduction 

ECO PARTNERSHEEP INSULATION SRL implements in the period 2024-2026 an investment project " Wool processing factory and wool sound and thermal insulation products" financed on the basis of Government Decision no. 959/2022 for the establishment of a state aid scheme regarding the granting of grants for investments intended for the manufacturing industry.

The project envisages the creation of one of the most important production capacities, at the European level, for the production of ecological thermal insulation and sound-absorbing wool. The project will redefine a considered niche market that will be transformed into a benchmark of ecologically, economically and socially sustainable products in an example of circularity.


The newly created production capacity is a scale-up of a pilot project and, when fully implemented, will be able to process up to 25,000 tonnes of raw wool. Thus, a problem of strategic importance for sheep breeding in Romania will be solved: the valorization of a by-product that is currently classified as category III waste.


The products obtained will be ecologically certified products with zero carbon footprint, ecologically certified in a capacity defined by full circularity. It is a circular economy investment with almost zero waste.

●       Phono and thermal insulating felts intended for the automotive industry

●       Sound and thermal insulation products intended for civil and industrial constructions

●       By-products: Lanolin, Organic fertilizers in the form of pellets, compost from washing sludge


The factory will consist of a production hall of over 12,000 sq m, 3 raw wool washing lines, 2 wool processing lines into non-woven products, pelletizing and composting lines, lanolin extraction lines and water purification and recirculation station industrial. The factory will also be supported by a photovoltaic park for the production of renewable energy with an installed power of over 1 MW. The investment will create at least 114 jobs, but we estimate that their number will increase to 240.


We will offer products with a zero carbon footprint obtained in a green factory (we will fully recycle and reuse industrial water and produce renewable energy through photovoltaic cells) which defines excellence in the circular economy by being a factory with zero waste: raw wool is transformed into insulation , lanolin and organic fertilizers. At the end of their life, the insulating products will in turn be recycled into organic fertilizers.

Raw wool washing and lanolin extraction technological line

The buyer ECO PARTNERSHEEP INSULATION SRL as the Beneficiary, organizes the procedure for awarding the contract for the purchase of the "Raw wool washing and lanolin extraction technological line" within the wool processing factory and wool sound and thermal insulating products in Chilia village, Fagetelu commune, Olt county.

The purchase is carried out within the project " Wool processing factory and acoustic and heat-insulating wool products" , financed on the basis of Government Decision no. 959/2022 for the establishment of a state aid scheme regarding the granting of grants for investments intended for the manufacturing industry.

 

Applicable legislation: The procurement procedure will be carried out in accordance with the provisions of the award procedure applicable within ECO PARTNERSHEEP INSULATION SRL in compliance with the principles provided for in art. 2 para. (2) from Law no. 98/2016 on public procurement, as well as the criteria of economy, efficiency and effectiveness, and with GD no. 395/2016 for the approval of the Methodological Norms for the application of the provisions relating to the awarding of the public procurement contract/framework agreement from Law no. 98/2016 on public procurement.

The buyer ECO PARTNERSHEEP INSULATION SRL as Beneficiary, organizes the procedure for awarding the contract for the purchase of "Technological line for processing thermal insulation from wool" within the factory for processing wool and phono and thermal insulation products from wool in Village Chilia, Fagetelu commune, Olt county .
